To get it I'm just down to 2 things, Silver Tercel (which I understand drops from story mission completions) and the Blueshift Dreams Shader. You can even get the glow to happen when standing by a titan shield, or if you stand close to a vortex nade you'll slightly glow purple :) some emotes dont emit light, so some dont work well, and some emit very little and the effect isn't very noticeable. you ...
