There is no secret, fuse izanagi for a better persona. Izanagi is made to be a pretty bad persona so that you fuse him, anything that is related to him story wise doesnt require him on your persona list, so fuse him away. As a general rule of thumb - you can and should fuse any and all Personas for higher level Personas. Yes there is a special fusion for jester/hunger like there is for every arcana.
